Dehradun: A report by the Comptroller and Auditor General (CAG) has revealed that over the past 20 years, different governments in Uttarakhand spent more than ₹55,000 crore without proper budget provisions. The CAG termed this a sign of poor financial planning and a violation of legislative norms.

The report also highlighted incorrect classification of revenue and capital receipts in 2023–24. Expenses such as ₹61.96 crore for land purchase were recorded under revenue instead of capital expenditure.

Capital expenditure in the state nearly doubled from ₹5,414 crore in 2019–20 to ₹10,982 crore in 2023–24. Meanwhile, spending on salaries and wages increased by 22.43% over five years, reaching ₹14,341 crore in 2023–24.

The report further noted a sharp rise in subsidies, which grew from ₹35 crore in 2019–20 to ₹428 crore in 2023–24, including ₹76.54 crore spent on food subsidies.
