State Central Govt Mulls Over Migrant Uttarakhandis Issues and Overseas Relations



Chief Secretary Mrs. Radha Raturi participated as the Chief Guest at the Foreign Contact-State Outreach Conference, jointly organized by the Ministry of External Affairs, Government of India, and the Government of Uttarakhand in Dehradun.

Expressing her gratitude to the Ministry of External Affairs for hosting the event, Chief Secretary Radha Raturi remarked that this initiative will provide senior officials and stakeholders of the Uttarakhand Government valuable insights into the efforts being made by the Central Government to support Indian migrants. She emphasized that the conference will aid in addressing various issues faced by Uttarakhand migrants living abroad.

Mrs. Raturi highlighted that the Uttarakhand Migrant Cell has been established by the State Government to assist migrants from the state. Under the directives of the Hon`ble Chief Minister, a Migrant Board is being formed to address the grievances of Uttarakhand natives living abroad and to safeguard their interests. She added that topics such as processes for students going abroad for education, sensitization of placement agencies, safe and legal migration, handling marital disputes, procedures for repatriating deceased persons, and sharing data related to migrants are particularly relevant to Uttarakhand. Learning from the best practices of other states for the welfare of migrants is also crucial, along with understanding the processes for registering students and workers. Additionally, cybercrime poses a significant challenge.

During the conference, Secretary (CPV & OIA) from the Ministry of External Affairs, Shri Arun Kumar Chatterjee, highlighted that the Videsh Sampark Program is a key initiative aimed at strengthening relations with NRIs and partnering with state governments to resolve migrant-related issues. Since 2017, outreach programs have been conducted in collaboration with the state governments of Punjab, Haryana, Telangana, Maharashtra, Kerala, Gujarat, Madhya Pradesh, and Karnataka.

Joint Secretary (DE) from the Ministry of External Affairs, Shri Ankan Banerjee, addressed topics such as engagement with the overseas Indian community, issues faced by Indian women abroad, challenges for Indian students, legal rights of NRIs/PIOs, state-level NRI institutions, MEA schemes for overseas Indians, and data collection.

Joint Secretary (CPV) Shri Binoy George discussed matters including the transportation of mortal remains of deceased Indian nationals abroad, the Consular Grievance Redressal Portal, and the role of consular access at the state level in Uttarakhand.
