Significant oversight instances were responsible for the cyber attack on state data centre in Dehradun last week, say experts.

IT expert discussed various aspects of the attack, attributing it to security vulnerabilities.

Experts identified three potential areas of vulnerability that may have led to the attack. First, technical weaknesses: there must have been security flaws in the system. A serious issue arises when a firewall breach occurs, yet the breach remains undetected, despite the presence of a five-tier security system.

The second area of concern is at the procedural level. This involves assessing how strong or weak the processes used to operate the system were and identifying any loopholes within them. This too is a matter requiring investigation.

The third potential weakness lies at the user level. Individuals with admin rights to the software related to ITDA may not have been using these rights appropriately or could have been insufficiently vigilant about cyber security. Experts also pointed out the possibility of missing firewalls.

Additionally, experts stressed the importance of having proper backups so that IT services can be quickly restored using alternative methods in the event of such an incident.

Many state departments are still operating on open networks. Despite repeated warnings, they have not moved to secure networks like SWAN or NIC. While most police stations and outposts are on secure networks, many police outposts are still running on open networks. Experts believe that if all systems had been on secure networks, such a cyber attack might have been prevented.
