Uttarakhand Panchayat Polls: Two-Phase Voting, Code Enforced

Dehradun: The Uttarakhand State Election Commission has issued a notification for the general elections to the three-tier Panchayats in 12 districts (excluding Haridwar). The elections will be conducted in two phases — with the first phase of voting on July 10 and the second on July 15, 2025. Counting of votes will take place on July 19, 2025, and the nomination process will run from June 25 to June 28.

Election for 66,418 Posts
The election will be held for 66,418 posts, including Gram Panchayat Members, Gram Pradhans (Heads), Block Panchayat Members, and Zila Panchayat Members. A total of 8,276 polling centers and 10,529 polling booths have been designated.

Total Voters – 47.77 Lakh
A total of 4,777,072 voters will participate in this election, marking a 10.57% increase compared to 2019.

95,909 Personnel to be Deployed
A total of 95,909 officials, including 35,700 security personnel, will be deployed to conduct the elections smoothly.

Model Code of Conduct Enforced in 12 Districts (Excluding Haridwar & Urban Areas)
The Model Code of Conduct is now in effect across all 12 districts except Haridwar and urban areas. To ensure compliance, 55 general observers will be deployed, along with expenditure observers in each district.

Expenditure Limits for Candidates

Gram Panchayat Member: ₹10,000

Gram Pradhan (Village Head): ₹75,000

Block Panchayat Member: ₹75,000

District Panchayat Member: ₹2,00,000

The State Election Commission has finalized all preparations and will closely monitor the entire process to ensure free, fair, and transparent Panchayat elections in the state
