Chief Secretary Calls for Faster Execution, Better Rankings

Dehradun: A high-level review meeting was held under the chairmanship of Chief Secretary Anand Bardhan to assess the state`s preparedness ahead of the Central Zonal Council (CZC) meeting. The Chief Secretary emphasized the need to expedite the implementation of centrally sponsored schemes and improve the state’s performance rankings.

Emphasis on making Panchayats self-reliant

The Chief Secretary directed the Panchayati Raj Department to draft a framework within three months to enable Panchayats to generate their own revenue. He also instructed officials to strengthen digital infrastructure at the village level to ensure the delivery of key citizen services online.

Focus on women and child development, food safety

To tackle issues like malnutrition and undernutrition, the Chief Secretary called for improving the functioning of Anganwadi centers. Addressing the shortage of staff in the Food Safety Department, he instructed that recruitment proposals be sent to the relevant board immediately and pending promotions be expedited.

Faster investigation of crimes, timeline for smart metering

To ensure timely justice in cases related to women and children, especially under the POCSO Act and rape cases, he stressed speeding up investigations and resolving pending matters in fast-track courts. The Energy Department was instructed to complete the installation of smart meters for domestic consumers by July and for commercial consumers by September.

Urban development and farmer welfare

Reviewing urban planning, the Chief Secretary asked for reports on land availability and beneficiary-wise data for affordable housing schemes. He also emphasized speeding up the development of Kisan Samriddhi Kendras by upgrading Primary Agricultural Cooperative Societies (PACS) through digitization, micro-ATM distribution, and multipurpose service points.

Focus on roads, emergency services, and Ayushman Bharat scheme

He instructed the Rural Development and Public Works Departments to meet targets under the Pradhan Mantri Gram Sadak Yojana (PMGSY) swiftly. The emergency response system NO-112 should also be made more efficient and responsive. Regarding the Ayushman Bharat scheme, he called for a comparative progress report vis-à-vis other states.
